Postgresql 9.5 failing to start in Ubuntu 16.04

I have restarted my server because as i see the CPU usage by Postgresql is very high.
After the restart i am seeing following logs in
2019-07-01 14:57:48 UTC [1225-1] FATAL: could not remove old lock file "postmaster.pid": Permission denied 2019-07-01 14:57:48 UTC [1225-2] HINT: The file seems accidentally left over, but it could not be removed. Please remove the file by hand and try again.
You can go ahead and delete the
"postmaster.pid" file from the following location
Run the following command in your Ubuntu 16.04 server
sudo rm /usr/local/var/postgres/postmaster.pid
